行使这一权利有三个前提条件：穿行一、针对与日本关系密切的外国的攻击威胁到日本的存亡。华强【翻页查看英文原文】PuttingasidetheongoingwarofwordsbetweenBeijingandTokyosurroundingJapanesePrimeMinisterSanaeTakaichisstatementsonTaiwanlastmonth,thereisasimplequestionthatneedsanswering.CanJapansSelf-DefenceForcesreallyaffordtofightthePeoplesLiberationArmy(PLA)withoutAmericanmilitarysupport?TakaichisanswerappearstobethatJapansmilitarymustdoso.ThelegislationapprovedbyJapansDietinSeptember2015allowedthecountrytoexerciseitsrightofcollectiveself-defence–albeitonlytoalimiteddegree–evenifJapanisnotdirectlyattacked.Therearethreeconditionsonactingonthisright:ifanattackagainstaforeigncountrywithwhichJapanhascloserelationsthreatensJapanssurvival;ifthereisnootherappropriatemeanstorepeltheattackandensureJapanssurvivalandprotectitspeople;andthattheuseofforcemustbelimitedtotheminimumextentnecessary.Taiwanisnotaforeigncountry,ofcourse.EvenifaconflictdidbreakoutacrosstheTaiwanStraitandafewstraybombsaccidentallyfellintothewatersoffYonaguni,Japanswesternmostinhabitedisland,howcouldthatbeinterpretedasathreattoJapanssurvival?ThesameyearthatJapanpasseditsself-defencelegislation,afewartilleryshellsfromMyanmargovernmentforceslandedinavillageinYunnanprovince,injuringfivevillagers.TheissuewasresolvedquietlybecausetheChinesegovernmentsawitasanaccident.TheonlyterritorialdisputebetweenBeijingandTokyoisovertheDiaoyuIslands,whichJapancallstheSenkakus.Althoughbothhavecoastguardshipssailinginthewatersofftheislands,thetwomilitarieshavemaintainedakindoftacitagreementofnotsendingtheirnavalvesselsintothedisputedwaters.IftheprospectofChinaandJapancomingtoblowsoverdisputedterritoryissounlikely,itwouldberidiculousforthemtostartfightingoverTaiwan.Eveniftheydid,thereisnowayJapancouldwininanyscenario.Plus,ifBeijingsawTokyosmilitaryinvolvementoverTaiwanasagiven,whywouldntthePLAlaunchapre-emptivestrikeonJapaneseforces?TakaichiisinvitingtheveryconflictshesaysshewantstopreventbyraisingthepossibilityofJapaneseintervention.TherearethreelayersofstrategicambiguityaroundtheTaiwanissue,stemmingfromChina,theUnitedStatesandWashingtonsAsianallies.Beijingseespeacefulreunificationasthebestoutcomeandbelievestimeisonitsside.ThiscanbeseeninBeijingstillmentioningpeaceacrossthestraitdespitetheDemocraticProgressivePartyholdingtheTaiwanpresidencyfortwoconsecutiveadministrations.USstrategicambiguitiesaretwofold.Thefirstisitsone-Chinapolicy,whichisslipperyenoughthatitseemsitcantakeanyshapeatanytime.TheotherisitscontinuedrefusaltospecifywhetheritwouldassistTaiwanmilitarilyintheeventofanattackbythePLA.ThisapproachismeanttodeterTaiwanfromdeclaringindependence,whilekeepingopenthepossibilityofUSmilitaryinterventionismeanttodissuadeBeijingfromlaunchinganattackandreunifyingthroughforce.ThentherearetheUSalliesinAsia.Japanisobligedtoprovidelogisticalsupportandbasesintheeventofawar.However,whenPentagonofficialspressedJapanandAustraliainJulytoclarifywhatroletheywouldplayifChinaandtheUSwenttowaroverTaiwan,neithertargetwouldcommittoahypotheticalmilitaryconflictinadvanceandsaidthatanydecisionwouldhavetobemadebythegovernmentoftheday.ThisrefusaltostakeoutaclearpositionisunderstandableasthereislittlereasonforalliestocommitthemselveswhentheUSitselfmaintainsitsstrategicambiguity.Theselayersofstrategicambiguityfrommultiplepartiescreateachainreaction.AslongasBeijingbelievespeacefulreunificationisstillpossible,itisunlikelytoresorttomilitaryforceagainstTaiwan.Shortofthat,thereisnoneedfortheUStogiveupitsstrategicambiguity.AndaslongastheUSmaintainsthatstrategicambiguity,thereislittlepointinJapanraisingTaiwanasanissue.DuringaninterviewwithJapanesetelevisioninFebruary2022,then-JapaneseprimeministerShinzoAbecalledontheUStodropitsstrategicambiguityregardingthedefenceofTaiwan.Abereiteratedhisoft-repeatednotionthataTaiwancontingencyisaJapancontingencyandthattheestablishmentofmainlandChineseairandseasuperiorityaroundTaiwanwouldaffectJapansterritorialwaters.Thisisthetailwaggingthedog.Infact,astheimportanceofTaiwanrecedesunderamoreisolationistUSpresidency,Washingtonmightmoveintheoppositedirectiontowardsgreaterstrategicclarity.USPresidentDonaldTrumpsdesiretoreachagrandbargainwithChinaontradeissuesisastrongincentivenottosupportantagonisingthemainlandandbeingdraggedintoawaroverTaiwan.AccordingtoareportinTheWallStreetJournallastweek,TrumptoldTakaichiduringaphonecalltotemperhertoneonTaiwan.ThatcalltookplacehoursafterTrumpspoketoPresidentXiJinping.Unsurprisingly,Japanesegovernmentofficialsdeniedtheclaimsmadeinthereport.TakaichisstatementonTaiwanwasapoliticalact,aimedatshoringupherstandingwithadomesticaudience.Itwillnotgodowninhistoryasausefullegacy.Inacountrywhereprimeministersoftenlastlessthanayearinoffice,herremarksaremerelyripplesthatwillsoondisappear.点击进入专题：高市早苗涉台错误言论遭批房屋也需要养老那么，北见杯咖维修基金不足的问下雨时你的温柔题又该如何解决？在严跃进看来，北见杯咖解决需要多管齐下，比如政府可出台补充缴纳政策，允许业主按面积或房价比例追加维修基金，但在补缴前需要详细论证。
